CONVENTION: the four tools wear one look - #50

Section 1 let a full-height tool keep its own toolbar. It now also says what the Playground, the AI App Builder, the AI Agent and the Layout Editor share: one bar with the tool's name as a menu of all four tools, cards on a sunken page, pills, and a light/dark switch.
