No rule under the top bar - #41

The bar keeps the height and the width of the Insights site, without the line under it. The space above the greeting is back at 28px, so the home page and its two sister sites, which take the same bar, stay identical. This removes the rule under the top bar. The bar keeps the height (56 px) and the width (1100 px) from #40. That PR was merged before this commit was pushed, so the rule is still on
