chore: add Agent Plugin package for the a2a-cli skill - #51

Package the baseline a2a-cli Agent Skill as an Agent Plugin (agent-plugins.org spec 1.0.0) under agent-plugin/, so plugin-aware clients can install, version, and update it as one unit — the stage-2 distribution described in SPEC.md §14. - agent-plugin/plugin.json: manifest targeting Agent Plugins 1.0.0 - agent-plugin/skills/a2a-cli/SKILL.md: byte-for-byte copy of the canonical skills/a2a-cli/SKILL.md (the same skill, not a fork) - agent-plugin/LICENSE, agent-plugin/README.md - .github/workflows/plugin-skill-sync.yml: fails the build if the two skill copies drift Skills-only (no mcp.json), which the spec permits. The a2a binary is not bundled; installation stays with platform package managers per §14.
The standalone skills/a2a-cli/ copy is being removed shortly, so the plugin becomes the sole home of the skill and the duplicate-drift guard is no longer needed. README no longer references a second copy or a sync check.
The plugin package must be self-contained: no repo-relative paths and no reference to the CLI specification. Install and usage detail live in the bundled skill, which points to 'a2a help' for the current command surface.
a2a-cli is the project/skill name, not a command; reserve code voice for the 'a2a' executable.
