What does this PR do?

Applies Enterprise authorization and audit controls to the shared Kubernetes
issue-alert settings and preserves validated investigation destinations through
SSO login. Adds acceptance coverage for the existing, opt-in alert-fatigue
interceptor handling Kubernetes issues, including warning diversion, the critical
floor and organization isolation.

Why?

Cluster alerting changes who gets notified and must follow existing
administrative permissions, allowed-cluster restrictions and MFA policy.
Notifications should lead responders back to the correct evidence after login,
without opening a redirect bypass or enabling fatigue policy implicitly.
