Background

Closes #1419. An echo provider row containing # could end argument parsing, report a storage error and drop later rows. Literal hash and parentheses rows now parse correctly, and malformed quotes fail only their own row.

Changes

• Isolate eval and argument serialization so syntax errors reach the fallback parser without expanding values twice.
• Name the provider, row and content when parsing fails, then continue with later rows.
• Preserve real storage-error messages and lossless quoted data_set values.
• Isolate documentation checks by PR and use an executable installer fixture on Windows.
• Verified 87 focused provider, transport and compatibility cases, 52 strict cases, 52 on Bash 3.0, the provider process budget, ShellCheck and formatting.
