Adds the per-upstream minimum generation speed to the upstream dialog: "Stop when generation is slower than [ ] tokens/s for [20] seconds", next to the concurrency limit (advanced settings, and the ChatGPT account section). Leaving the speed empty turns it off; the measuring period defaults to 20 and is filled in. Both fields are validated on the spot (1-1000, 5-120) and block saving when wrong. - Form model: round-trips ProviderInput.min_speed; advanced settings open when a speed is set. - Import links: new min_speed / min_speed_window parameters (window left out when 20; not on account links), carried by sharing and prefilled on import. - Chinese text for gw.upstream.too_slow. ProviderView.min_speed / ProviderInput.min_speed are typed by hand in src/types.ts (marked TEMP) until the core release that generates them. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
