Bumps the version to 0.87.0 and adds the release notes. The summary line of `providers[].min_speed` in the configuration manual now matches the current judgment (long pauses and summarized reasoning are left out), regenerated from the schema.
Also updates the plugin sandbox's Wasmtime from 49.0.4 to 49.0.5 for RUSTSEC-2026-0422, RUSTSEC-2026-0423 and RUSTSEC-2026-0424, which the advisories check started reporting.
