…numbers (WI-2585) open() found the batch PR by head name across all states, so a fresh mirror DB reusing graft/batch-N adopted a leftover merged PR and settled new lands as merged. Batch numbers now skip any branch or PR already on GitHub, and only an open PR at the batch's own head is adopted. Adds regression tests and a repair runbook.
