**Details:**
- Introduced multiple stream utility classes to enhance the `Runtime` component, adhering to PHP 8.2 standards:
  - `Read`: Provides low-level wrappers for native PHP stream reading functions, supporting byte, line, and character reads, as well as stream passthrough and parsing.
  - `Write`: Implements utilities for writing, flushing buffered output, and truncating stream data.
  - `Position`: Facilitates stream position manipulation, including seeking, rewinding, and checking for EOF.
  - `Handle`: Offers APIs for stream creation (`open`) and closure (`close`), with enum-based safety using `OpenMode`.
  - `Lock`: Implements advisory locking operations with support for non-blocking checks.
  - `Metadata`: Retrieves detailed stream metadata, including statistics via native functions like `fstat`.
  - `Enum/OpenMode`: Defines an extensive set of enums for robust stream opening behaviors (binary modes included).
- Enforced immutability and type safety with the `readonly` keyword.
- Added PHPDoc for all methods, ensuring clear documentation of parameters, return types, and method behavior.
- Preserved native PHP stream functionality while improving accessibility through structured and consistent APIs.

This update significantly extends the `Runtime` component, providing robust utilities for stream management and improving project consistency.
