What does this PR do?

ci run routes loopback targets into local batching, which can produce an unrelated concurrency error or bypass the CI gate. Reject these targets before opening a tunnel, with exit code 5, zero step outputs, and guidance to use test run --all --env <name> --wait.

Use the existing environment resolver so a public --target-url still overrides a stored loopback URL. Update the documentation to match.

Validation

  • All 97 CI-command tests pass, including ten built-CLI regression cases.
  • Full suite before test-harness cleanup: 4,808 passed, 2 skipped; all coverage metrics above 80%.
  • Local E2E: 108 passed, 1 skipped. Two agent-install cases exceeded the 5-second limit and passed when rerun with a 30-second limit.
  • Build, CLI smoke checks, typecheck, formatting and security lint pass. Standard lint reports warnings only.

Summary by CodeRabbit

  • Behavior Changes
    • CI runs now refuse loopback target URLs, including loopback URLs selected through an environment, and exit with code 5 while setting CI step outputs to zero values.
    • A publicly reachable target URL can still override a loopback environment URL.
    • Local apps can be tested with test run --all --env <name> --wait; CI runs no longer automatically tunnel local targets.
  • Documentation
    • Clarified the public reachability requirement for --target-url, loopback restrictions, and the recommended command for local testing.

Walkthrough

ci run now refuses explicit or environment-resolved loopback targets. Refusals record telemetry, emit zero-valued step outputs, and direct local-app runs to test run --all --env <name> --wait.

Changes

CI loopback refusal

Layer / File(s) Summary
Refuse CI loopback targets
src/commands/test.ts
The CI path refuses explicit and resolved loopback targets, records refused_loopback, emits zero-valued step outputs, and suppresses environment-resolution diagnostics.
Validate refusal and override behavior
src/commands/ci-run.spec.ts, DOCUMENTATION.md
CLI tests cover loopback refusal cases, malformed URLs, output preservation, telemetry, and public-target overrides. The documentation states that CI targets must be publicly reachable and describes the local-app alternative.

Explanation

Issue #549 requires ci run to reject loopback targets before tunnel or batch dispatch. The changed src/commands/test.ts rejects localhost, IPv4 loopback, IPv6 loopback, and loopback URLs resolved from environments. It returns exit code 5, writes zero-valued CI outputs, records refused_loopback telemetry, and directs users to test run --all --env &lt;name&gt; --wait. The tests cover dry runs, explicit concurrency, stored environments, malformed URLs, and public --target-url precedence. The documentation matches this behavior.

Full details: Out of Scope Changes check

Explanation

The changes are limited to loopback handling in src/commands/test.ts, related CLI-entry tests in src/commands/ci-run.spec.ts, and the corresponding DOCUMENTATION.md update. These changes directly implement issue #549. No unrelated change is established by the supplied change summary.

Full details: Docstring Coverage

Explanation

Docstring coverage is 50.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 2 functions across 1 files. (1 skipped: 1 too large.)

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.
