ci(oss): cap open issues per contributor, reserve an issue for its opener, release claims after 48h - #635
Conversation
… opener - issue-open-cap.yml: a community contributor can have at most 3 issues of their own open; a fourth (or a reopen over the cap) is closed with a list of the open ones. Maintainers and bots are exempt. - issue-triage.yml: for 48 hours after an issue is accepted only its opener can claim it, unless a maintainer opened it; and a claimed issue is no longer co-assigned to a second claimant. - CONTRIBUTING.md documents both rules. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…he opener Every claim now needs a linked PR (a draft counts) within 48 hours, with a warning at 24. For the issue's opener the clock starts when the issue was accepted, so their reservation and their claim share one window. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
An author can't reopen an issue the bot closed, so the comment and CONTRIBUTING point to opening a new issue instead. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Once another contributor claims an issue, the work is theirs, so it no longer uses one of the opener's three open-issue slots. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Start a new claim window after the opener reservation ends.
If an opener claims or re-claims more than ttl hours after acceptance, fromAcceptance still selects the old acceptance time. The next sweep expires that new claim immediately unless the opener has already linked a PR. The expiry comment offers re-claiming, but this calculation prevents a later claim from receiving its 48-hour PR window. Use assignment time when the assignment occurs after the acceptance window; keep acceptance time for claims made within that window.

Report the claim’s actual remaining time.
If the opener claims 47 hours after acceptance, the warning says “about 24 hours” remain. The claim expires about one hour later. Return the remaining time calculated from start in evaluateClaim, and use that value in the warning.

Closes #637
Contributor-flow changes for Season 4, from participant complaints this week:
/assignwins. On [Hackathon] fix(http): on a corporate network the CLI fails every command, then blames the wrong thing (fetch failed, invalid key, no credits) #433 the opener lost it 94 minutes after acceptance. A second/assignon an already claimed issue also silently adds a co-assignee.Rules after this PR (maintainers with write+ and bots are exempt throughout):
issue-open-cap.yml). A 4th, or a self-reopen over the cap, is closed as not planned, with a comment listing the 3. The author can't reopen a bot-closed issue, so they open it again once under the cap. An issue stops counting when it's closed or claimed by someone else. Runs are serialized per author.acceptedlabel, only its opener can claim it (issue-triage.yml). Issues opened by maintainers are not reserved.claim-ttl).Tests: new cases in issue-triage, issue-open-cap and claim-ttl. The issue-triage and claim-ttl ones fail on the old code. 117/117 script tests pass, and actionlint is clean.
Impact on current claims: a dry run of the new TTL against the 58 open claimed issues expires none and moves one warning earlier (#549). The open cap leaves existing issues untouched.
Merge after the Season 4 rules page and the Discord announcement are updated. The page currently says claims are warned at 48h and released at 72h.
