Season 4 bonus entry check fails on every entry with a 403 #636

The "Season 4 bonus entry" check (bonus-entry.yml, #553) fails on almost every entry PR with HttpError: Resource not accessible by integration when it posts its "entry recorded" comment. 183 of 189 runs have failed since Oct 19. Participants reported it on #615–#619, #623, #624, #592 and #627, among others.

Cause: the workflow requests pull-requests: read, and commenting on a PR number needs pull-requests: write.

Entries are not affected: eligibility is judged after the close from the ticked checkbox in the PR description. The bot's confirmation comments will be backfilled once the fix lands.
