Ready for human VEX/disposition and merge decisions.Human VEX/disposition and merge decisions, process-agent PR290 delivery/expired exception, backup identity/coverage, and later Python binding remain separate. No release, VEX application or exception retirement. Supervisor owns coordination; Notebook63 retains outstanding scopes.
