撤回 #935 的模型目录刷新：合入后 main CI 有 4 个依赖目录数据的测试失败（
a dated relay id resolves to the catalog entry…、DeepSeek provider normalization…、cross-provider models resolve real catalog limits…、xai thinking levels come from the catalog per model…）。该 bot PR 没有跑 CI。v2.0.0 正式版先保持原目录；目录刷新之后由 bot 重新生成，并连同测试一起调整。纯 revert，加
governance-exempt。另：
scripts/check-biome-changed.mjs增加--no-errors-on-unmatched。只改动被 biome.json 忽略的生成文件（catalog.generated.ts）时，原先会报 "No files were processed" 并让 Shared UI Boundaries 失败。
