Protocol specifies this should be sent immediately, so this is probably more correct.
Matches existing seat, keyboard, and tablet implementation.
Update to calloop 0.14.3.
Tablet tools already use `WeakTabletToolHandle`.

Split up
PointerHandleandTouchHandleto have a single reference counted member,PointerRc/TouchRc, instead of multiple, as keyboard and tablet handles already do. This then makes it possible to also use weak references to those, so this includes an updated version of #1663.Checklist
