Honours the
minPublishAgeHoursattribute on nuget.config package sources (set viadotnet nuget add/update source --min-publish-age-hours, see https://github.com/dotnet/core/blob/main/release-notes/11.0/preview/rc2/nuget.md#configure-minimum-package-publication-age-from-the-cli). Versions published within the cooldown are skipped for that source.NuGet.Configuration 7.9.0 has no API for the setting and
SourceItemdrops unknown attributes, so the config files are read directly.
