Refs #64.

The tap's Linux formula installs the linux-gnu archives, which need glibc 2.39 and so fail on Ubuntu 22.04 and Debian 12. packaging/homebrew/release.sh now fetches the checksums of the linux-musl archives, and moves a formula that still names the gnu archives over to musl. The tap changes at the next run of the helper, after v0.1.21 is published; until then it keeps installing 0.1.20's gnu archives.

The helper takes RUNEX_RELEASE_BASE so that packaging/homebrew/test-release.sh can run it against stand-in assets in a file:// directory and a throwaway tap. CI runs that test, since the helper otherwise runs only by hand after a release.

AUR runex-bin stays on the gnu archives: Arch's glibc is the current release, so the gnu build starts there.

A test can then point it at a file:// directory of stand-in assets instead of a published release.
It expects the Linux formula to install the musl archives, so it fails until release.sh fetches them.
The gnu archives need glibc 2.39, so the tap's Linux formula failed on Ubuntu 22.04 and Debian 12. release.sh now fetches the musl checksums and moves a formula that still names the gnu archives over to musl.
