Why is this change necessary?

This PR hardens the devConsoleAssetsMiddleware to prevent path traversal vulnerabilities when serving dev console assets.

Ensure that requested asset paths in `devConsoleAssetsMiddleware` do not escape the intended root directory by using `isSubpath` validation. Added a regression test to verify protection against traversal attempts.
