jetbrains-toolbox@3.9.1.89198: Add arm64 support - #19192
Adds native Windows ARM64 (arm64) architecture support to the jetbrains-toolbox manifest.
Motivation & Background
Previously, bucket/jetbrains-toolbox.json specified a single top-level x64 installer URL (jetbrains-toolbox-<version>.exe). On Windows ARM64 systems, this caused JetBrains Toolbox itself to run under x64 emulation (0x8664). Consequently, IDEs installed and managed via Toolbox (such as IntelliJ IDEA) were also provisioned as x64 builds rather than native ARM64 builds, triggering the following IDE performance warning on launch:
Download IntelliJ IDEA for ARM64 for better performance and stability.
JetBrains officially publishes native Windows ARM64 installers (jetbrains-toolbox-<version>-arm64.exe and corresponding .sha256 checksums) via their release feed (https://data.services.jetbrains.com/products/releases?code=TBA&latest=true&type=release).
Changes
architecture: Split the top-level url and hash fields into 64bit and arm64 definitions for version 3.9.1.89198.
pre_install: Replaced the hardcoded "$dir\jetbrains-toolbox-$version.exe" archive path with "$dir\$fname" so that the two-stage extraction (.text payload) works seamlessly across both 64bit and arm64 installer filenames.
Verified manifest schema compliance and formatting via validator.exe and bin/formatjson.ps1.
Confirmed on a Windows ARM64 environment that both the two-stage .text extraction and the resulting jetbrains-toolbox.exe binary (alongside IDEs installed through it) run natively as ARM64 (0xAA64) processes, resolving the IDE performance warning.

Add native Windows ARM64 installer definitions to architecture and autoupdate sections, and generalise the pre_install extraction target using $fname so both 64bit and arm64 packages unpack seamlessly.
The JetBrains Toolbox manifest now defines separate download URLs and hashes for 64-bit and ARM64 installers. Its pre-install extraction command uses $fname to identify the installer. Autoupdate now defines architecture-specific URLs and retains the shared hash URL configuration.
The manifest changes are internally consistent; complete the requested validation checks before merging.
