Add enterprise connector certification gate

Summary

• Adds a self-contained Enterprise Tooling slice for institutional connector certification.
• Evaluates DSpace/LMS/ELN/ORCID/export connector readiness before production enablement.
• Checks sandbox smoke evidence, API scope fit, schema/version compatibility, webhook coverage, export formats, restricted-data controls, owner coverage, runbooks, metadata preservation, and signed governance events.
• Includes offline demo artifacts: enterprise-connector-certification-gate/demo-report.json and enterprise-connector-certification-gate/demo.svg.

Why this is distinct

This focuses on pre-production connector certification and admin risk triage. It does not duplicate the existing dashboard, export package, compliance packet, webhook replay, identity provisioning, retention, data residency, SLA, secret rotation, lab inventory, quota, or API-change governance submissions.
