Adds a scheduled workflow (1st of each month, plus manual dispatch) that runs
poetry update --lockondevelop, runs mypy and pytest, and opens a PR if they pass. Dependabot only bumps direct dependencies and security-flagged transitive ones, so transitive packages go stale.
