The bot's reply on a request issue repeated the pull request's body, including its Closes #N line, but didn't link the pull request it had opened (see #155).

  • The create-pull-request step gets an id, and the reply starts with Pull request: <url> (or Updated pull request: <url>) from its pull-request-url / pull-request-operation outputs.
  • Closes #N stays in the pull request's body but is left out of the reply.

Previews and commands that don't open a pull request reply as before. Checked the reply logic locally with a sample summary.

CI: build:none (workflow only).

The reply on the issue repeated the PR body (including "Closes #N") but
didn't say where the PR is (#155). Put the PR's URL first, and leave
"Closes #N" to the PR body.
