Current main already contains PR #62 canonical URLs and MIT contribution terms. This extracts the useful remainder of #61: verified maintainers CODEOWNERS routing, canonical security/related-tool links, maintainer attribution and post-transfer publishing instructions.
The RexCode-Digital/maintainers team is visible (closed, not secret) and has explicit maintain/write repository access. The existing release-alias job, package URL normalization and contribution terms are preserved. No runtime, version or release change.
Validation: Node 20 tests, coverage, TypeScript lint, build, package smoke, Action check, npm audit, gitleaks, actionlint and git diff --check. CI, CodeQL and dependency review will validate this exact head. Supersedes the remaining useful metadata changes in #61; #62 is already merged.
