What changed in this PR
Adds psycopg3 support to the PostgreSQL–CSV operators while retaining psycopg2 compatibility.
Changes:
- Adds driver-compatible parameter binding, timeouts, and streaming COPY.
- Adds compatibility tests and Python 3.14 CI coverage.
- Documents driver support and bumps the version to 0.4.1.
