Adjust SBD NCU profile defaults

Summary:

• Set RIKYU SBD NCU defaults to single/top1/count1.
• Use plan launch counts as the only launch-count source for SBD NCU plan execution.
• Emit the base SBD result before optional NCU profiling and continue when profiling fails.
