Please clarify the default backend installation change in the release notes before submission.

Validation at 17baed0b: all 18 CI checks passed after rerunning the Linux job, whose first runner lost communication. A local R CMD check --as-cran --no-manual completed with 13,461 passing assertions, 22 skips, and one NOTE about the worker global-environment assignments in R/index_worker.R. covr and pacman were unavailable locally, so the check used _R_CHECK_FORCE_SUGGESTS_=false. Please account for the worker-state NOTE in the CRAN submission notes.

[P2] Explain that the default backends are now optional

lintr and styler moved from Imports to Suggests, so a fresh install.packages("languageserver") no longer installs either default backend. An upgrade can also leave an older lintr in place, causing diagnostics to fail until it is upgraded. Please state that the server itself does not require lintr, and that users must install or upgrade lintr and install styler to keep the default diagnostics and formatting, or select other backends.

Clarified in NEWS.md that lintr and styler are now optional in Suggests and must be installed/upgraded for the default backends (1c497bf).

Rebased onto master (including #824 and #825), resolved the index_worker.R globalenv() check NOTE, and submitted 0.3.21 (8dacaa8) to CRAN — fingers crossed! 🤞
