Add CoC linkback to all open repos

We need to add a CODE_OF_CONDUCT.md file to all repos that points back to this one. This repo will still be shown for any repo that doesn't have this file, but the visibility on GitHub of the "default" CoC isn't as great as just having that file in the root of the repo.

Quansight Labs PRs have been sent (see the xrefs above). Quansight is not working because I don't have push access to all the repos, and I configured my script to push the branch directly to the repository instead of a fork, because that was simpler to code. So I either need to update my script, or someone should give me push access for a bit (or someone who does have it should run the script).

@asmeurer I'm happy to help but I missed part of your tech share. Which repos should have the CoC? Only public ones? What about client/private repos?

@asmeurer I can give you access temporarily or you can walk me through running it next week. What should we do with private/client repos? Not sure whether the CoC makes sense there. Those should probably be covered by our company handbook and policy right.

Only public repos need to be updated. There is a list of repos at #12. When I ran the script it failed on the first one (conferences) because I didn't have permission. I didn't try to run against any others to see if it would work.
