Stop using `setup.py` to build the sip module

Migrate the building of the sip module from setup.py and setup.cfg to pyproject.toml. Also convert the README to README.md.

Are you confusing the `sip` module and SIP itself? `setup.py` can't be removed until `setuptools` adds the required support. Experimental support was added to v74.1.0 (see https://setuptools.pypa.io/en/latest/history.html#v74-1-0).

I think I see what you mean. You're talking about when using sip that you need to use a setup.py?

setuptools support is still marked as experimental and likely to change in future releases. However after playing with it a little:

• setup.cfg can still be used but the corresponding standard attributes in the [project] section of pyproject.toml must be marked as dynamic.
• The build package has to be added as a dependency of the sip package and python -m build called to create the sdist rather than python setup.py.
• The list of source files must be specified explicitly in pyproject.toml and so the call to glob() currently in setup.py must be moved to sip-module.
