[skip-build] Add spoken training corpus provenance and results

概要

• native Failed to build cchardet - osx 10.13.3 with brew python3 #37 のマージ済み commit 6132450 に固定
• Paris Stories upstream train の32録音1322文、64 strict variantsの取込結果を日本語で記録
• 録音identity欠落27文・validationとの録音重複38文を明示隔離しrawを保持。既存validationの変更なし
• 取得量、許諾表示、hash、再生成一致、近似重複診断の限界を記録
• model再学習/精度改善/holdout評価を実施済みとは扱わない

検証

• native全11 CI成功
• ローカル314 passed / 27 skipped / 79 subtests passed
• corpus 49 + source取込39 tests
• git diff --check

engine/model table/API/wheel targetは不変。corpus toolingと文書のみのため [skip-build]、通常CIは実行。
