[skip-build] Publish native allocation call-site observations

概要

• uchardet enable LTO for wheel builds #36 の merge commit df0ef395 に固定
• 単一proberのwarm reuseで対象8種のallocation API呼び出しを観測した結果を日本語で公開
• Paris validation 16文書 × 3モデルすべて対象call-siteは0回、通常版とのsnapshot/reset差分0
• 再build・再実行したreportの全byte一致とhashを記録
• 対象外のshared-library内部・初回確保・peak/live memory等を明記し、全detectorのgate完了とは扱わない

検証

• native PR全11 CI成功
• ローカル305 passed / 27 skipped / 76 subtests passed
• GCC/Clangの計測自己検証と観測一致
• git diff --check

engine・model table・公開API・wheel targetは変更なし。実験tool/文書のみのため [skip-build] とし、通常CIを実行する。
