Remove the name-based drop_duplicates in powerplants(). It was a no-op until #317 assigned its result. It then kept only one unit per wind park in MaStR, which removed 77% of the German wind capacity in v0.9.0. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Problem
In v0.9.0, the wind capacity in Germany in
powerplants.csvfell by 69% compared with v0.8.1 (102.8 GW → 32.2 GW). Offshore fell from 11.8 GW to 0.2 GW.Cause
powerplants()had this line since 2022:Its result was never assigned, so it did nothing. #317 assigned the result. In the Marktstammdatenregister, all turbines of a wind park have the same name, so only one turbine per park was kept.
Fix
Remove the line. This restores the behaviour before #317.
