Closes #322.

Adds a Status column with five life-cycle stages: announced, construction, operating, mothballed, retired.

  • The status labels of all sources are mapped to the stages in the new config section target_status. The new global key status selects which stages to keep (default: all); a source's own status key overrides it.
  • If matched sources disagree, the latest stage wins. Units at different stages are not aggregated.
  • Projects (announced, construction) are not matched with other sources; they enter through the fully included sources.
  • Sources without status data get operating; GEO gets retired where DateOut is in the past.
  • Removes DateIn and DateOut values that were estimated from the status.
  • BEYONDCOAL is no longer fully included, to avoid double counting with GEM.
  • Fixes: nuclear blocks are no longer merged in aggregate_units (wrong config key), and the GHR loader now reads capacity, coordinates, year and technology correctly.

Breaking: the output now includes announced, mothballed and retired plants. Filter on Status; filtering on DateIn and DateOut alone is not enough.

- map status labels of all sources to life-cycle stages (target_status)
- global and per-source status filter in config_filter
- latest stage wins across matched sources; units at different stages
  are not aggregated
- projects (announced, construction) are not matched, only fully included
- default status "operating" for sources without status; GEO retired by DateOut
- remove date heuristics derived from status
- BEYONDCOAL no longer fully included (GEM covers the same units)
- fix nuclear blocks setting in aggregate_units and GHR loader columns

oh, sounds like this partially supersedes #330
