feat(sysml_model): emit_kerml — deterministic KerML v2 emitter - #26

Native procedural KerML v2 generation for a typed element/relation graph. Elements sorted/deduped; relations rendered as sorted comment lines (the dispatch_sysml.rs convention) so output round-trips through sysml-v2-parser regardless of which relationship verbs the grammar version accepts. Round-trip validated under feature sysml. Needed by elasticdotventures/_b00t_ SP5 (graph->KerML view) and adopted by b00t-cli/src/dispatch_sysml.rs.
