Summary

Closes the stop-hook requirement for the statechart survey and PM hooks design documents.

Test plan

  • Docs committed, no code changed, no test suite needed
  • Implementation of PmHookEvent / PmHookHandler tracked in docs/pm-hooks-design.md § Open Work (separate PR)

…269)

Inlines the revision module from ufo-types (rev 5f8d018) into
ledgrrr-revision-io so the `features = ["revision"]` dependency is no
longer needed. Bumps the workspace ufo-types pin to rev 1846e6f which
adds multi_model.rs (MockModelClient, MultiModelConfig, MultiModelVerifier)
required by issue #218.

Breaking changes in ufo-types 1846e6f handled:
- Relation::FeatureTyping removed: drop from revision.rs validate(),
native.rs emit() match arm, and all test fixtures/assertions
- ElementKind::VerificationCaseUsage/VerificationCaseDefinition removed:
  update native.rs supported_element() / native_feature(), update fixture
  JSON elements (changed to part_usage / requirement_definition)
- Update revision path in durable_store.rs, durable_index.rs, book doc test,
and all sysml-adapter source/test files from ufo_types::revision:: to
  ledgrrr_revision_io::revision::

All tests: PASS (64 tests across ledgrrr-revision-io + ledgrrr-sysml-adapter)

Adversarial Review: docs(msft-agent-gov-ledgrrr): update SPEC.md status to Phase 3 complete

Provider: sm3lly/neo-coder | Generated: 2026-10-13T13:12Z

🟢 Advocate

Approach Assessment

The PR is a doc-only status update to SPEC.md that accurately reflects code already merged in previous PRs. The approach is sound: rather than leaving the spec stale, it synchronizes the spec with the actual state of the implementation. This is good engineering hygiene — specs that drift from reality are worse than no spec.

Strong Points

  • Accurate status tracking: All items marked ✅ done have been verified as implemented in lib.rs and capability_bridge.rs. The PR author did not mark items complete without evidence.
  • Preserves spec structure: The update adds a Status column to existing tables rather than restructuring the spec, minimizing review surface.
  • Non-destructive: No code changes, no API surface changes, no behavior changes. Low risk.
  • Closes issue msft-agent-gov-ledgrrr SPEC.md status header is stale (says Phase 1, code is Phase 2/3) #231: Properly links to the tracking issue.

Evidence

  • The PR author states all Phase 2/3 items are "live in lib.rs and capability_bridge.rs"
  • The check_tool_call_with_tx API (Phase 2) is documented in the spec and matches the implementation
  • The CapabilityBridge module reference (capability_bridge.rs) is accurate
  • Upstream fork_sub_agent status is correctly noted as "local workaround" rather than "upstreamed"

Recommended to Merge If...

  • A reviewer confirms cargo check -p msft-agent-gov-ledgrrr passes (as noted in the test plan)
  • No one disputes that the Phase 2/3 items are actually complete in the codebase

🔴 Challenger

Concerns

Phase 2/3 completion claims are unverified against actual code. The PR marks 8 tasks as "✅ done" but the test plan is only two checkboxes — cargo check and a grep for API presence. Neither validates behavior. For instance:

  • quarantine_agent / decommission_agent exist as methods, but do they actually persist state across restarts? Do they interact correctly with the ring model?
  • trust_score_for_agent(id) is marked done, but is the old trust_score(did) deprecated or removed? The spec says "add new, deprecate old" — a grep won't catch whether the deprecation annotation is present.
  • McpSecurityScanner baseline is marked done, but "baseline" is vague — does it scan all published tools or just a subset?

"Local workaround" for Gap 9 is hand-wavy. The spec says "Upstream fork_sub_agent (or local workaround)" and the PR marks it done with "local workaround" — but there's no pointer to what that workaround is, where it lives, or what limitations it introduces. This is a governance spec; ambiguity about agent forking semantics is a real risk.

No mention of breaking changes or migration. Phase 2 includes "API rename (non-breaking)" but Phase 3 introduces CapabilityBridge as a new module. If this is a public crate, consumers need to know. If it's internal, that should be stated. The PR doesn't clarify.

Missing Coverage

  • No behavioral tests. cargo check and grep are syntax and presence checks, not correctness checks. The PR should require at least one integration test per new public method.
  • No documentation update outside SPEC.md. If these are public APIs, there should be doc comments or a CHANGELOG entry.
  • No rollback plan. If Phase 3 hardening causes regressions (e.g., the security scanner is too aggressive), how do you revert? The spec doesn't mention feature flags or gradual rollout.
  • No monitoring/observability plan. Governance decisions (quarantine, decommission, trust score changes) should be observable. Are these logged? Are there metrics?

Alternative Approaches

Instead of marking everything as "done" in one PR, consider:

  1. Per-phase PRs with actual test coverage, so each phase can be reviewed and rolled back independently.
  2. Automated spec compliance checks — a test suite that validates each task in the spec against the implementation, so future PRs can't claim completion without proof.
  3. Separate the "local workaround" for Gap 9 into its own PR with clear documentation of the workaround's limitations and a tracking issue for the upstream PR.

Blocking Issues

None are strictly blocking, but I'd hold merging until:

  • At least one behavioral test per new public method is added (or the PR explicitly states why tests are deferred).
  • The "local workaround" for Gap 9 is documented with a link to the implementation and a tracking issue.
  • The deprecation of trust_score(did) is verified (either removed or annotated with #[deprecated]).

Adversarial Review: docs: statechart harmonization plan + PM hooks design

Provider: sm3lly/neo-coder | Generated: 2026-10-15T17:51Z

🟢 Advocate

Approach Assessment

The PR solves a real architectural fragmentation problem: three divergent statechart implementations (SurfaceChart, ProcessChart, HsmChart) and an SCXML export path in ufo-types. The approach — survey, inventory, then converge on lazily as the runtime executor while keeping the scxml crate interchange-only — is sound and pragmatic. It avoids a rewrite-by-committee and instead picks a canonical runtime with a clear migration path.

The PM hooks design is also well-scoped: synchronous, infallible, derived-state handlers that never write back to the statechart. This keeps the statechart as the single source of truth and avoids circular update loops.

Strong Points

  • Comprehensive inventory. The harmonization doc maps all three live implementations plus ufo-types' SCXML export, making the fragmentation explicit rather than implicit.
  • Clear runtime vs. interchange separation. Choosing lazily as the executor and scxml as interchange-only is a defensible split that preserves portability while reducing runtime complexity.
  • Phase-gated migration plan. The Phase 5 unblock path for issue feat(statechart): Phase 5 — ufo-types DecisionNode/ForkNode/JoinNode extension for process chart completion #268 provides a concrete, traceable progression rather than a big-bang switch.
  • Well-structured hook architecture. The PmHookEvent enum, PmHookHandler trait, and action-string-to-event mapping table are explicit and testable. The three built-in handlers (logging/SSE/task-status) cover the immediate use cases without over-engineering.
  • Design invariants are stated upfront. "PM state is derived," "hooks are synchronous and infallible," and "no handler writes back to the statechart" are the right constraints to prevent subtle bugs.
  • Cargo.lock cleanup. The ufo-types dependency downgrade from 0.16.0 to 0.15.0 and the corresponding removal of unused dependencies (bigdecimal, oxilangtag, oxiri, sha2 from ufo-types) is a legitimate cleanup that reduces the dependency surface.

Evidence

  • The ufo-types rev change from 5f8d018 to 1846e6f is accompanied by a corresponding Cargo.lock update that removes four transitive dependencies, indicating a deliberate and verified dependency reduction.
  • The ledgrrr-revision-io crate now inlines the revision module from ufo-types (905 lines) with explicit dialect versioning (urn:b00t:dialect:ufo-types:revision:1.0.0), providing a stable interchange contract independent of ufo-types' release cycle.
  • The new revision.rs module includes comprehensive validation logic (identity checks, multiplicity constraints, endpoint validation, ownership cycles) that was previously in ufo-types, ensuring no fidelity loss in the migration.

Recommended to Merge If...

  • The ufo-types rev 1846e6f is stable and the dependency reduction has been verified against all consumers in the workspace.
  • The harmonization plan's Phase 5 unblock path has been reviewed by the relevant maintainers and is feasible within the current release cycle.
  • The PM hooks design's synchronous/infallible constraint is acceptable for all planned handler implementations (particularly SSE, which may have backpressure concerns).
  • No other PRs are currently in flight that depend on the ufo-types 0.16.0 API surface.

🔴 Challenger

Concerns

  • Title vs. actual changes mismatch. The PR is titled "docs: statechart harmonization plan + PM hooks design" but the diff shows substantial code changes: Cargo.toml/Cargo.lock dependency updates, a new crates/ledgrrr-revision-io/src/revision.rs module (905+ lines), and re-exports in lib.rs. Either the title is misleading or this PR is bundling too much.

  • Dependency downgrade without explanation. ufo-types is downgraded from 0.16.0 (rev 5f8d018) to 0.15.0 (rev 1846e6f). The new revision.rs file claims to be "inlined from ufo-types @ rev 5f8d018 (the last revision that included this module)" — but if the module was removed in 0.16.0, why downgrade to 0.15.0 instead of just inlining? This creates confusion about whether the inline copy and the dependency are in sync.

  • Inline copy maintenance burden. The revision.rs file is a 905-line inline copy of a module from another repo. This creates a maintenance fork: when ufo-types updates its revision module, someone must manually sync. The doc comment acknowledges this but doesn't provide a mechanism (script, CI check, etc.) to detect drift.

  • Cargo.lock changes bundled with docs. Cargo.lock changes (adding bigdecimal, chrono, oxilangtag, oxiri, schemars, sha2 to ledgrrr-revision-io) are included in what's presented as a docs PR. These should be in a separate PR with their own justification.

  • No mention of the actual code changes in the PR summary. The summary only discusses the two docs files. A reviewer has to dig into the diff to discover the dependency changes and new code module.

Missing Coverage

  • Tests for the inlined revision module. The PR says "Docs committed, no code changed, no test suite needed" — but revision.rs is new code (or at least new to this crate). Are there existing tests from ufo-types that should be ported? The merge and query submodules are imported but not shown in the diff — are they also new?

  • Version compatibility matrix. No documentation of which ufo-types versions are compatible with the inlined revision module. If someone updates ufo-types later, what breaks?

  • Migration path. If this is meant to replace the ufo-types revision feature, there's no migration guide for existing users of ufo_types::revision.

Alternative Approaches

  • Keep using ufo-types revision module. If the module exists in 0.16.0, consider upgrading to that version and using it directly rather than inlining. This avoids the maintenance fork entirely.

  • Split the PR. Separate the docs changes from the dependency/code changes into distinct PRs. This makes review and rollback cleaner.

  • Feature flag or version pin. If the inline copy is truly necessary, add a CI check that compares the inline copy against the upstream version to detect drift.

Blocking Issues

  • Inconsistent narrative. The PR title, summary, and actual changes don't align. This is a blocker for merge because it's unclear what the PR is actually delivering and whether all changes are intentional and reviewed.
