msft-agent-gov-ledgrrr SPEC.md status header is stale (says Phase 1, code is Phase 2/3) #231
Description
Sub-issue of #222 (see docs/progressive-tool-scoping-design.md §6.8). Small, independent, doesn't block anything else in this backlog.
crates/msft-agent-gov-ledgrrr/SPEC.md header says 'Phase 1 complete — core governance gate wired', but the code already has Phase 2 (quarantine_agent, decommission_agent, with_policy_path, ring/trust persistence, trust_score_for_agent) and part of Phase 3 (capability_bridge.rs) implemented and tested. Update the status header and Phase 1/2/3 checklists to reflect actual state.
