Adds concepts/jhyy.scroll: the language record for JHYY (机会翼游).

JHYY is a self-hosted, statically typed, expression-oriented systems programming
language. The compiler is written in the language it compiles and recompiles
itself to a byte-identical fixed point.

The example snippets were compiled and run with the v4.1.3 compiler before
being submitted.

Notes on two fields that are deliberately absent:

• githubLanguage — this measure is defined as "the name of this language on
  GitHub's list of supported languages" (linguist's languages.yml). JHYY is
  not in that list yet, so filling it in now would state something untrue. It
  should be added once the language lands in Linguist.
• pygmentsHighlighter / leachim6 / rijuRepl / compilerExplorer — no
  third-party collection of JHYY programs exists to reference.
