Regenerate a loaded case with its own motion and debate - #160

Opening a saved case from History left the Generate form on whatever motion was typed last. Regenerating a section then rewrote that case for the wrong motion, and could pull in the current debate's sources. The loaded case now keeps its motion, side, and debate for that request. Loading a saved case from History showed that case, but the Generate form still held the motion typed last. Regenerating a section asked the model to rewrite the loaded case for the wrong motion. If that motion matched the debate open now, the request also used that debate's sources.
Loading a case now keeps its motion, side, and debate. Regenerating a section uses those, including after leaving the page and coming back. A case that belongs to no debate stays one-off.
Verified locally with the Generate page tests, a store test, eslint on the touched files, and
tsc --noEmit -p tsconfig.app.json. GitHub Actions is not running because of the repo billing limit, so this is a local pass, not a CI pass.
