Fixes #618

Summary

Part of the US 2036 extension, tracked in PolicyEngine/policyengine-api#3926. spm-calculator 1.1.0 extends the canonical SPM forecast to 2022–2036 (PolicyEngine/spm-calculator#51). This PR updates this repo's docs and SPM household tests to match.

  • docs/households.md and docs/microsim.md: the artifact horizon is 2022–2036.
  • tests/test_spm_household.py:
    • 2036 joins the supported years for the national amounts and component provenance test;
    • the out-of-horizon test uses 2037 instead of 2036.

Draft until the bundle certifies spm-calculator 1.1.0 and its forecast digest (#618). Against the current bundle, which pins spm-calculator==1.0.0, the new 2036 case fails as expected, because that forecast ends in 2035. This PR should merge with the bundle update.

Testing

  • ruff format --check and ruff check with the locked ruff 0.12.11 are clean on the test file.
  • I didn't run the suite locally. Until the bundle moves, CI should fail only the 2036 case of test_explicit_national_amounts_and_component_provenance.

spm-calculator 1.1.0 extends the canonical forecast to 2036. The docs
describe the 2022–2036 horizon, 2036 joins the supported household
years, and 2037 becomes the out-of-horizon example. This needs a bundle
that certifies the 1.1.0 forecast.
