Check whether federal benefit income lists should count estate and trust income #10063
Found while reviewing state income lists for #10060.
estate_income (a beneficiary's estate or trust income, Schedule E Part III) entered federal gross income in #9633. These federal benefit income lists include rental_income or a variant of it, but not estate_income:
gov.usda.snap.income.sources.unearned
gov.usda.wic.income.sources
gov.usda.school_meals.income.sources
gov.ssa.ssi.income.sources.unearned
gov.hhs.tanf.cash.income.sources.unearned
gov.hud.annual_income.sources.unearned
A 70-year-old renter with $12,000 of Social Security gains the full $5,000 in household_net_income from $5,000 of estate income in most states, but between about $2,740 and $4,990 from $5,000 of rental income (2022, 2024 and 2025 runs of ~/reviews/state-estate-income-2026-10-10/scripts/state_diff.py, before #10060). The two runs differ by more than these lists, so that gap is a pointer, not a measurement of them.
For each program, read the income definition (for example 7 CFR 273.9(b)(2) for SNAP and 20 CFR 416.1121 for SSI) and decide whether trust and estate distributions count. Add estate_income only where the rule includes it, with a YAML case per program. I have not read those rules, so this issue makes no claim about which lists are wrong.
State benefit programs with their own unearned income lists may have the same gap; several already include estate_income (for example Missouri TANF, Texas TANF and Wisconsin Shares).
