Fixes #2766

What and why

ebr_council_tax_rebate paid the 2022 £150 to bands A to D in every Great Britain nation. Scottish and Welsh councils also paid Council Tax Reduction recipients in any band, so the model missed those households in bands E and above.

  • Scotland: councils paid anyone who received "any amount of CTR, including the second adult rebate" on 14 February 2022, and anyone liable for a band A to D dwelling (Local Government Finance Circular 2/2022, paragraphs 10 and 12).
  • Wales: councils paid households that received Council Tax Reduction on 15 February 2022 "regardless of the valuation band", and households in bands A to D (Cost of Living Support Scheme guide, conditions A and B).
  • England: billing authorities paid by band alone (billing authority guidance, paragraph 11).

The formula now also pays a household in Scotland or Wales whose council_tax_reduction for the year exceeds zero. A new list parameter, gov.treasury.energy_bills_rebate.council_tax_rebate.council_tax_reduction_countries, names the two nations, as household_energy_payment and the Winter Fuel Payment name theirs. England and Northern Ireland don't change. The model pays the £150 in model year 2022 alone, so no other year changes, and Aggregate impact should show nil.

The docs page, programs.yaml and the variable's documentation now describe the new route and what the model still leaves out.

Impact

Model year 2022, enhanced FRS 2022-23, ebr_council_tax_rebate:

Nation Main This PR Change Households gaining
England £2,895.81m £2,895.81m £0 0
Scotland £282.49m £283.25m +£0.76m 5,076 (18 records)
Wales £155.46m £156.96m +£1.50m 9,976 (45 records)
Northern Ireland £0 £0 £0 0
UK £3,333.76m £3,336.02m +£2.26m 15,052

The current model can't load the 2022-23 file whole, and Council Tax Reduction needs far more columns than the reduced file #2735 used. So we built a copy with all 132 columns the model still recognises. The build script sets 332 blank bands to D, and sets 6,372 current_education, 6,052 employment_status and 44,388 marital_status values the model no longer accepts to each variable's default. It also maps the five disability benefit *_reported columns to *_category inputs with the rule in uk-data's disability_benefits.py.

The copy keeps savings and the disability flags, so the capital limit and disability premiums still apply. The 2023-24 file adds 22 columns the model knows, and the Council Tax Reduction code reads none of them directly.

The receipt test

council_tax_reduction falls short of the official caseloads:

Scotland Wales
Model: households receiving a reduction 251,769 185,872
Official: recipients 462,670 (March 2022) 273,000 (March 2022 guide)
Model: of those, bands E and above 5,076 9,976
Official: of those, bands E and above about 23,000 (5% of recipients) 18,600
Model: households reporting a reduction 395,862 280,888
Model: of those, bands E and above 10,121 21,759

Data-built simulations let only families that report a reduction claim one (would_claim_council_tax_reduction; PolicyEngine/policyengine-uk-data#448 tracks calibrated take-up), and the model works out a positive award for 64% of reporting households in Scotland and 66% in Wales. The model also leaves out Scotland's separate reduction for bands E to H, which probably explains part of the Scottish shortfall in those bands. At the official counts, councils paid about £3.5m in Scotland and £2.8m in Wales through this route, against the model's £0.76m and £1.50m.

The 2023-24 enhanced FRS loads whole and gives a similar scale in model year 2023: 9,094 Scottish households (16 records) and 8,684 Welsh households (20 records) in bands E and above with a reduction.

The nation totals sit close to the sums each government set aside. The model's Scottish total exceeds the circular's £280m by 1.2%, and its Welsh total exceeds the guide's £152m by 3.3%. The Scottish Government expected 1.85m households, and the model pays 1.89m. The Welsh Government's £152m covers 1.01m payments, and the model pays 1.05m.

What the model still leaves out

Disabled band reduction. Councils in all three nations paid band E homes they charged at band D: England's paragraph 11(i), Scotland's paragraph 12 and Wales's condition B. The model has no input for that reduction. In Scotland and Wales it pays those homes only when they also receive Council Tax Reduction, and in England it never pays them. No variable or parameter names the reduction, no field in the enhanced FRS for 2022-23, 2023-24 or 2024-25 identifies it, and uk-data's FRS build reads neither of the raw fields below.

The 2022 Council Taxbase counts about 19,000 English band E homes that councils charged at band D on 12 September 2022, which comes to about £2.9m at £150 each. Its Table 2 lists each home under the band it moved into, the one reading that reconciles the table's adjusted row.

The raw FRS 2022-23 household table holds two candidate fields: CTLVBAND ("Whether CT bill for lower valuation band") and CTLVCHK ("Whether CTBAND after lower valuation"). The dictionary gives labels without codes, and we read 1 as yes and 2 as no. On FRS grossing weights, about 37,000 English households (36 records) and 8,600 Welsh households (12 records) report band E, a lower-band bill and a band from before the reduction. Fewer than 10 Scottish records do. A household that reports its reduced band D already gets the £150 in the model.

English households reporting a lower-band bill number 766,541, about six times the Council Taxbase's 129,000 dwellings, and the English band E cell runs at about twice the official 19,000. We would need to calibrate any field we carry over from the FRS, and the Welsh cell's £1.3m probably overstates that nation's gap too.

Scotland's reduction for bands E to H. Since April 2017, Scottish councils have paid a separate Council Tax Reduction to lower-income residents of band E to H dwellings (SSI 2016/253, regulation 14A for both working and pension age). Its weekly income limits run to £321 for a single adult with no children and £479 for other households, with a taper above them. No variable or parameter holds those limits, so the model doesn't simulate it. Scottish councils paid anyone on "any amount of CTR" (paragraph 10), so a household on that reduction alone got the £150, and the model misses it.

Receipt date. Scottish councils tested receipt on 14 February 2022 and Welsh councils on 15 February 2022. The model reads council_tax_reduction for model year 2022, which starts in April 2022.

Second adult rebate. The model doesn't simulate it, so a Scottish household in band E or above on that alone misses the payment.

Exempt dwellings. The model has no exemption input. It pays exempt homes in bands A to D, and it can't apply Scotland's rules for exempt dwellings (paragraphs 15 to 18), which the Scottish Government expected to reach about 38,000 people or households (paragraph 9).

Invariants

The property tests check these over generated households, with the reduction as an input unless noted:

  1. The model pays no household in Northern Ireland, whatever its band or reduction.
  2. Every household in Great Britain gets £150 or nothing.
  3. Every household in Great Britain in bands A to D gets £150, whatever its reduction.
  4. A household in band E or above gets £150 if and only if it lives in Scotland or Wales and receives a reduction.
  5. The model pays nobody in 2021 or 2023.
  6. A reduction in another year never qualifies a household out of band.
  7. A larger reduction never lowers the payment.
  8. Where the model works out the reduction itself, the same rule holds on its result, and the payment raises household net income by its full amount.

The YAML tests cover each nation in band, and out of band with and without a reduction, plus a £1 reduction, other years, movers and simulated reductions. We mutated the change 13 ways, and the tests caught all 12 mutants that change behaviour. Both layers caught 11, and the property tests alone caught the one that drops the rebate from household benefits. The thirteenth adds Northern Ireland to the country list and changes nothing, because the Northern Ireland guard still stops the payment.

Notes

  • In the years a figure from fewer than 10 records is suppressed (spending.disabled_students_allowance), every total containing it, and the decile incomes, are rebuilt from their other components, so no published total includes it. Those totals are marked †. A change is withheld where the two sides leave out different figures and can't be lined up.

Counted-once check

Each of 92 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

Say which nations pay band E homes on the disabled band reduction, name
Scotland's Council Tax Reduction for bands E to H as a gap, name councils as
the actors, and add the Scottish and Welsh sources to the docs page. Assert the
simulated reductions in the YAML cases and test reductions in other years.

@MaxGhenis MaxGhenis changed the title Pay the 2022 £150 to Council Tax Reduction recipients in any band Pay the 2022 £150 to Council Tax Reduction recipients in any band in Scotland and Wales Oct 31, 2026
Compare net income with the rebate on and zeroed, limit the second adult rebate
caveat to bands E and above, and give the program notes and test comments a
subject that acts.

Head: fe1c4f1 (ready for review, mergeable). The branch starts from 2da212a.

Independent review: GPT-6.1 Sol approved this head in r5. Opus r1 and Sol r2 to r4 asked for changes, and I fixed each round before the next.

  • Reports: ~/reviews/pe-uk-ni-ctr-afp/ebr-any-band/review-r1-full.md and review-r{2,3,4,5}.md beside it.

Passed locally at this head:

  • 23 YAML cases in council_tax_rebate.yaml.
  • 8 property tests.
  • 13 mutants: the tests caught all 12 that change behaviour. Both layers caught 11, and the property tests alone caught the one that drops the rebate from household benefits. The thirteenth adds Northern Ireland to the country list and changes nothing, because the Northern Ireland guard still stops the payment.
  • Changelog, reproducer, lint and formatting checks.

Pending: CI. At 15:05Z, 12 checks had passed and 7 were still running: the six Python shards and Aggregate impact. Aggregate impact should show no change, because the model pays the £150 in model year 2022 alone.

Depends on: nothing.

Holds: d2161. No agent merges or enqueues in policyengine-uk until Vahid confirms.

Impact (real run, model year 2022, enhanced FRS 2022-23):

  • England and Northern Ireland: no change.
  • Scotland: +£0.76m, 5,076 households.
  • Wales: +£1.50m, 9,976 households.
  • UK: +£2.26m, from £3,333.76m to £3,336.02m.

Follow-ups owed (not in this PR; cards await Max's click):

  • A disabled band reduction input in uk-data and the model (task_85ee19e7).
  • Scotland's Council Tax Reduction for bands E to H (task_3b52e046).
  • A voice pass over the older sentences on cost-of-living-payments.md, after this lands (task_ffe56eac).

Axiom parity: TheAxiomFoundation/rulespec-uk#509, queued.
