Added every threshold and amount in the 2015–2017 Housing Benefit non-dependant scale, retaining all existing 2018 onward entries. Each dated cell cites the relevant enacted Order: 2015 article 18(3), 2016 regulation 5, 2017 article 22(4).
Approved plan A5 only: three files, no new inputs or formula changes. #1925 covers the later scale; #2007 covers inclusive band edges, countable gross income and exemptions, before #2017's within-unit coverage. None of those changes is reproduced here.
Validation: three new parameter-table tests passed, checking all 36 historical cells and the scale's inclusive boundary calculation. These test the table, not the unchanged consumer (whose banding correction belongs to #2007).
make formatandgit diff --checkpassed. Existing core 3.32.13 environment, not a fresh lock sync. No full suite, population simulation or CI polling.Merge dependency: rebase after #1925 to retain its 2018 onward entries. #2007 and #2017 remain separate prerequisites for fully correct deductions.
