Reduce Carer's Allowance and Carer Support Payment by overlapping benefits - #1994

…efits Carer's Allowance is reduced by any overlapping personal benefit (Social Security (Overlapping Benefits) Regulations 1979 reg 12): State Pension (all of a Pensions Act 2014 Part 1 pension; an old pension without its additional pension), incapacity benefit, SDA, maternity allowance and contributory JSA and ESA. Carer Support Payment is reduced the same way (CSP Regs 2023 reg 16(2)-(3)), and the Scottish Carer Supplement is paid only while CSP is payable (reg 14A). The unreduced amounts stay in carers_allowance_pre_overlap and carer_support_payment_pre_overlap, and is_entitled_to_carer_benefit keeps underlying entitlement for the carer premiums, the Pension Credit carer addition, the benefit cap exemption and the childcare work condition. A wording fix for The documentation says the hours limb "does not check that the person cared for receives a qualifying disability benefit (the second limb of regulation 30)". Current UC Regs 2013 reg 30 has two heads:
The qualifying-benefit requirement isn't a limb of reg 30. It's one of the Carer's Allowance conditions that (1)(a) imports. SSCBA 1992 s.70(1) requires caring for a "severely disabled person", and s.70(2) defines one as a person "in respect of whom there is payable either an attendance allowance or a disability living allowance by virtue of entitlement to the care component at the highest or middle rate or personal independence payment by virtue of entitlement to the daily living component ...". The hours branch also doesn't apply reg 30(3): "a person does not have regular and substantial caring responsibilities for a severely disabled person if the person derives earned income from those caring responsibilities." … now #1994 made carer_support_payment the amount given after CSP Regs reg 16(2) and added carer_support_payment_pre_overlap. Which amount Scottish CTR counts is unsettled (SSI 2012/319 reg 27(3), (5); SSI 2021/249 reg 57(1)(b)), so CTR income now reads carer_support_payment_pre_overlap, which keeps CTR as it was before the reduction was modelled, until that is decided. The two tripwire cases assert both amounts. #1994 also ties the carer premium to entitlement, so a Scottish carer who does not claim now has no premium, as SSI 2021/249 Sch 1 paras 5(2) and 6(1) require: that control's award is 1,593.72. The properties now check the pre-overlap component, the supplement only where some CSP is paid, the 20% withdrawal net of the carer premium the claim brings, and the HB differential net of the part of CSP the overlap removes (HB counts it after the reduction, HB (SPC) reg 29(4)(g)). Conflicts with #1994 (carers-overlapping-benefits), resolved as the composition of both changes: - carer_premium.py: #1994 changed the qualifying test to is_entitled_to_carer_benefit for claimants and partners; this branch pays gov.dwp.carer_premium.single once per qualifying claimant or partner, capped at one when they care for the same severely disabled person, and deletes the couple parameter. The premium now counts claimants and partners who are entitled to Carer's Allowance or Carer Support Payment (including an entitlement reduced to nil by an overlapping benefit), times the single rate, times 52, with the same-person cap. The couple parameter stays deleted. - care.yaml: kept this branch's removal of the three num_carers cases; main had rewritten them around the couple rate. After the merge with #1994 the premium counts claimants and partners with is_entitled_to_carer_benefit. The same-person default now counts the same people: it is false only when at least two claimants or partners are entitled with a reported award. Before, a reported award held by someone who would not claim but cared 35 hours counted towards the two awards (review round 3, finding 2). - carer_premium.yaml: the header states the entitlement test; new cases for caring hours without a claim (no second premium even when the partners care for different people), an allowance reduced to nil by an overlapping benefit (still two premiums), supplied entitlement with a non-partner adult (main's rewritten care.yaml case, per person), and a would-not-claim award that no longer lifts the cap. - Property tests: the generator draws would_claim_carers_allowance and an overlapping incapacity benefit for the adults; the reference derives entitlement and the award count from the inputs and checks the model's is_entitled_to_carer_benefit against it. - Changelog: #1994 already restricted the premium to claimants and partners, so the fixed entry describes only the per-person amount. Use carers_allowance_pre_overlap/receives_carers_allowance before 1 December 2022 (no Scottish carer's assistance yet) and is_entitled_to_carer_benefit from then, as #1994 did for extended childcare. Case 21 checks that a parent entitled to Carer's Allowance reduced to nil still meets the extended childcare work condition. With regs 14(4)/15(4) applied, that holds only when the other parent meets reg 14(3): qualifying paid work with the reg 18 minimum income. The case's working parent had in_work but no earnings, so give them £20,000 of earnings at a £10 minimum wage. The expected [1, 1, 0] is unchanged. Carer's Allowance (CA) and Carer Support Payment (CSP) previously paid their unreduced modeled amounts even when another benefit overlapped. This PR separates the pre-overlap amounts from payable amounts and computes

max(0, pre_overlap - overlapping_benefits). The law works by period: OBR reg 4(1)(a) addresses overlapping periods, reg 14 part weeks, and CSP reg 16(2) each award week. With year-round carer entitlement, the annual comparison equals the weekly rule when the other benefit is paid at a constant rate all year. Where the other benefit is above the carer rate in some weeks and lower or absent in others, the annual comparison pays less than the weekly rule would. UC regulation 66(1)(b)(iiia) limits CSP income to the amount the claimant would receive with CA entitlement. With this model's matching rates and overlap lists, hypothetical overlap-adjusted CA equals reduced CSP, narrowing the earlier UC pre/post-overlap question. The separate Scottish pension-age CTR treatment remains unresolved: regulation 27(3), (5) specifies overlap adjustments under the 1979 Regulations but does not name CSP regulation 16(2). No new CTR treatment is implemented here; see Coordination.
Other statutory overlapping benefits without modeled inputs, dependency increases and deferred/notional State Pension remain outside this PR. The annual model also cannot reproduce all within-year changes in supplement receipt; CSP regulation 14A specifies each award week in which CSP is payable.
