Model Great Britain's £200 Alternative Fuel Payment #2767

Open

Description

@MaxGhenis

The model pays Northern Ireland's £200 Alternative Fuel Payment (#2735) but not Great Britain's.

Great Britain's payment went to households using heating oil, LPG, biomass and other alternative fuels. Suppliers paid the account holders of the meters the Secretary of State named, on a qualifying date of 1 February 2023 (direction, paragraph 6). The model has no such list, so it needs a heating-fuel proxy.

liquid_fuel_consumption and solid_fuel_consumption (#2572) are the candidates. Test them against DESNZ's end-of-scheme figures before relying on them. If no proxy comes close, record why and leave the payment out.

The change should extend monthly_ebr_alternative_fuel_payment, keep Northern Ireland's result unchanged, and only affects 2023.

    #2769 leaves this payment out and records why. The enhanced FRS 2023-24 and Populace 2023 have no liquid or solid fuel column, so a spending rule pays nobody in Great Britain in 2023. Microcosm has both from 2024, and its 842,000 Great Britain households with spending on either fall 54% short of DESNZ's 1,842,760 delivered payments. Suppliers paid on meters the government listed from postcodes off the gas grid, and no dataset with a 2023 year records heating fuel, so policyengine-uk-data needs a heating-fuel input first: PolicyEngine/policyengine-uk-data#642
