The 2022 £150 leaves out Council Tax Reduction recipients in bands E and above #2766

ebr_council_tax_rebate pays the 2022 £150 to bands A to D in every Great Britain nation, so it leaves out two groups:

• Scotland and Wales: both nations also paid Council Tax Reduction recipients in any band (Local Government Finance Circular 2/2022, Cost of Living Support Scheme guide). council_tax_reduction could serve as the receipt test.
• England: paragraph 11(i) of the billing authority guidance covers band E homes with an alternative band D under the disabled band reduction scheme. The model has no input for that reduction, so this part may stay a documented gap.

The change only affects 2022. Follow-up to #2735, which stopped paying the £150 in Northern Ireland; a property test should keep Northern Ireland at nil.
