Northern Ireland gets the £150 Council Tax Rebate and misses the £200 Alternative Fuel Payment #2734
ebr_council_tax_rebate pays the 2022 £150 Council Tax Rebate to every household in council tax bands A to D, with no country check. Northern Ireland levies domestic rates, not council tax, and had no Council Tax Rebate: the billing authority guidance applies to England only (paragraph 2), and Scotland and Wales paid their own £150 awards. The enhanced FRS gives every Northern Ireland household band A, so the model pays all of them £150 in 2022.
On the enhanced FRS 2022-23, the model pays £112.6m to 750,719 Northern Ireland households (7,652 records) that received nothing.
The gap
Northern Ireland's households received one £600 payment from January 2023: £400 of Energy Bills Support Scheme support and a £200 Alternative Fuel Payment, to each domestic electricity customer on 2 January 2023, whatever their heating fuel (EBSS AFP NI Direction, 23 December 2022, paragraph 3 and footnote 1). The model pays the £400 only.
