Correct the agency or coverage of six programmes in programs.yaml #2696
Six entries in policyengine_uk/programs.yaml (at b9f55f84b, today's main) have a wrong agency or coverage. Three name a body that doesn't run the programme. Three say coverage: UK for a programme that doesn't apply in every nation.
These now show on the page. policyengine.org's UK coverage tracker (draft PolicyEngine/policyengine-model#57) groups programmes under the body in agency and labels any coverage other than UK. They came up in review of that PR. Correcting them here keeps the registry the only source.
Programme
Field

Proposed
Why
scottish_income_tax
agency
Revenue Scotland
HMRC
The Scottish Parliament sets the rates and bands, and HMRC collects the tax. Revenue Scotland collects devolved taxes such as LBTT.
tax_credits
agency
DWP
HMRC
HMRC ran Working Tax Credit and Child Tax Credit until they ended on 5 April 2025.
energy_price_guarantee
agency
Ofgem
DESNZ
The guarantee was a government scheme, run by BEIS and from February 2023 by DESNZ. Ofgem sets the separate price cap.
council_tax
coverage
UK
Great Britain
Northern Ireland has domestic rates instead, which the model holds separately in domestic_rates.
council_tax_reduction
coverage
UK
Great Britain
Northern Ireland has no Council Tax, and the entry's notes cover only the Scotland, Wales and England schemes. #2681 is auditing whether NI records report amounts that are really rate relief.
winter_fuel_payment
coverage
UK
England, Wales and Northern Ireland
Since winter 2024-25 Scotland has paid Pension Age Winter Heating Payment (pawhp) instead, as the notes say. The notes keep the earlier Great Britain coverage.
The policyengine-model tracker already groups agency: DESNZ with the UK government departments. It shows a coverage of Great Britain, or England, Wales and Northern Ireland, as a label on the programme's card.
Checked policyengine_uk/programs.yaml on main at 64cf582. All six entries are still as the issue says.
One more of the same kind as winter_fuel_payment: carers_allowance has coverage: UK, but the model already pays no Carer's Allowance in Scotland from 2025. carers_allowance_pre_couple_limit.py:21-22,36 switches it off there, and social_security_scotland/carer_support_payment.py pays Carer Support Payment instead. So in the model it is England, Wales and Northern Ireland from 2025, and UK before that, which the notes could say as they do for winter fuel. Carer Support Payment has no entry of its own.
Related but different: PIP, DLA, Attendance Allowance and the Sure Start Maternity Grant also have Scottish replacements (Adult Disability Payment, Child Disability Payment, Pension Age Disability Payment, Best Start Grant). The model still applies the DWP rules in Scotland for these, so coverage: UK describes what the model does. Whether the registry should label the law or the model for these is your call; I would leave them for now.
