What's wrong
With gov.dwp.universal_credit.rebalancing.active false, every LCWRA claimant gets the Universal Credit Act 2025 s. 2 new-claimant amount, £217.26 a month, from 2026-27. Switching the reforms off should give the pre-Act element instead: £423.27 in 2025-26, uprated as an ordinary UC amount.
Two things combine:
elements/disabled/amount.yaml holds £217.26 from 2026-04-01, the s. 2 amount.
universal_credit_july_2025_reform (scenarios/uc_reform.py) skips years in which active is false, so nothing sets the protected amount and uc_LCWRA_element's formula pays amount.yaml to everyone.
Reproducer (main 9475c95a)
A single claimant aged 30 with uc_limited_capability_for_WRA: true, Scenario(parameter_changes={"gov.dwp.universal_credit.rebalancing.active": active}, applied_before_data_load=True):
active |
2025-26 |
2026-27 |
| true |
£423.27 |
£429.80 (protected amount) |
| false |
£423.27 |
£217.26 |
So "disable the rebalancing reforms entirely", the first example in docs/book/policy/uc-rebalancing.md, cuts the health element by half for everyone.
Expected
With active false in a year, the LCWRA element should be the amount the law would have given without the Act: the 2025-26 £423.27 uprated by the model's benefit uprating index, as before the Act. That means no s. 2 split, no s. 3 freeze (#2284 lifts the freeze when active is false) and no s. 4 floor.
#2248 noted this ("With rebalancing.active false, everyone gets elements.disabled.amount, which holds the Act's £217.26 rate") and left it out of scope.
