UC reg 89(1)(a) reads State Pension age instead of the State Pension Credit qualifying age #2161

UC Regs 2013 reg 89(1)(a) puts a claimant in the group with no work-related requirements (Welfare Reform Act 2012 s.19) if "the claimant has reached the qualifying age for state pension credit". #2081 encoded that route with is_SP_age, because the qualifying-age variable did not exist yet; #1907 then added has_attained_state_pension_credit_qualifying_age (State Pension Credit Act 2002 s.1(6)).

The phrase has the SPCA 2002 s.1(6) meaning (WRA 2012 s.4(4), carried into the regulations by Interpretation Act 1978 s.11): a woman's pensionable age, and for a man the pensionable age of a woman born on the same day. For a man born before 6 December 1953, that day comes before his own State Pension age of 65 (on it, for a birth on 6 November 1953). In 2018-19 and earlier, such a man in a mixed-age joint claim (reg 3(2)(a)) belonged in s.19, and so outside the minimum income floor (reg 62(1)(b)), from his qualifying age; the model kept him in s.22 until 65. From 2019-20 the two ages agree for everyone, so current-year results are unaffected.

Fix: read has_attained_state_pension_credit_qualifying_age for reg 89(1)(a).
