Severe disability flag counted any AFCS payment instead of armed forces independence payment #2114

@MaxGhenis

is_severely_disabled_for_benefits set its paragraph (5) limb to person("afcs", period) > 0. Child Tax Credit Regulations 2002 reg 8(5) is narrower: a person is severely disabled if "an armed forces independence payment is payable in respect of him". WTC Regulations 2002 reg 17(4) says the same. UC Regulations 2013 reg 24(2)(b), the higher disabled child addition, names no armed forces payment at all.

afcs adds afcs_reported, which policyengine-uk-data builds from FRS benefit code 8. The FRS 2024-25 questionnaire (card H3) asks about the "Armed Forces Compensation Scheme (formerly War Disablement Pension), including Guaranteed Income Payments", and the code frame has no separate code for armed forces independence payment (AFIP). AFIP is one of six injury benefits in the AFCS Order 2011 art 15(1); the others are a lump sum, a supplementary award, a guaranteed income payment, a fast payment and medical expenses. PolicyEngine UK already models AFIP as armed_forces_independence_payment.

So anyone entered with an AFCS payment counted as severely disabled. That gave the UC higher disabled child addition, the CTC severely disabled child element and the WTC severe disability element, and (before #1946) the legacy severe disability premium.

The fix is in three places:

Related: #1970, the UC higher-rate condition.
