Great Britain's 2023 £200 Alternative Fuel Payment needs an input that records a household's heating fuel. policyengine-uk leaves the payment out (PolicyEngine/policyengine-uk#2769) because none of its datasets with a 2023 year records one, and a name search of the raw FRS 2023-24 tables finds no heating-fuel column.
The LCFS and the census could supply a draw:
The LCFS central-heating flags a152 to a156 reach 79% to 91% of DESNZ's 1,842,760 delivered payments.
Census 2021 TS046 counts 1,211,223 households in England and Wales on oil, tank or bottled gas, wood or solid fuel alone, 78% of DESNZ's count there.
Suppliers paid on meters the government listed from postcodes off the gas grid, so a household fuel flag stays a proxy, and the census count suggests a shortfall of about a fifth. Check any draw against its donor: Microcosm's draw of fuel spending kept 54% of LCFS 2024-25 spenders.
The payment affects 2023 only and moves no forecast year.
